Is the State planning on hosting the application?  Also, is the $60,000.00 limit for work orders associated with the RFP the total cost to configure the application and the associated training and documentation?  Will there be an additional contract for ongoing service and support?

Response:: No, hosting will continue to reside with the current ANE vendor.  Yes, $60,000 will be used to configure the application, migrate existing date, train and document.  The reason for the RFP is the need for a content management system that content development and management of the ANE in house.  An additional contract could be considered for ongoing service and support.  However, it is expected the application will require very little in the way of ongoing service and support.

Is the support of these browsers mandatory for proposals? This is referring to Section 5.3 that states:

The following browsers/versions must be supported.

  • Internet Explorer 4.0 and higher

  • Mozilla Firefox 1.0 and higher

  • Netscape 7.0 and higher

  • Macintosh Safari 1.0 and higher

Response: No.  However, the more browsers a respondent can support the higher the proposal will be viewed in the evaluation phase.  The Aging Network is composed of many entities and a variety of browsers will be in use.  The ANE sponsors want to ensure that the system operates optimally in as many browsers as possible.

1. Section 1.5 Contract Terms: “AAAA will not incur any development, equipment, facility, or any other upfront costs (unless otherwise specified) as a result of this contract for transitioning work from the current incumbent.” What does this statement include?  There will be a significant amount of time necessary to migrate data from the current system to a new system.

Response: According to 6.2.8.1 Data Migration Plan and 6.2.13.4 Data Migration Costs, the respondent is asked to “Describe and/or attach and reference a proposed plan to migrate existing content to proposed architecture” and “…detail the ANE cost…” associated with data migration.  The AAAA is looking for respondents to provide this information, not for the AAAA to prescribe a method for migration.
 

2. “Requested Functionality – Ability to set reminders”. What should the reminders pertain to?

Response: Reminders, or ticklers, are primarily related to the Calendar function e.g. a staff person can set a reminder to go in after a Calendar event has taken place to update the number of participants and the topics covered during an event.  In addition, reminders can be used in the Reporting area to remind staff that certain items are due at a specific date and reminders can be used by the ANE Managers to run checks on the last date a username and password were used.
 

3. “Requested Functionality – All focus areas have full editing capabilities…” Full editing may mean that users will be able to break the layout/design of the site.  Should there be limits on editing to keep content within the site design?

Response: Once the design and layout of the site has been developed, edit rights to these areas should only be made available to the ANE Managers.
 

4. Section 5.3 System Functionality. What technology would be preferred for development of the new system to comply with the Enterprise Technical Architecture document?  I am still reviewing the enterprise technical architecture document to see if specific requirements are mentioned. The technology used to develop the new system will have a large impact on the development time required.

Response: A preferred technology has not been identified.  A primary outcome of the RFP is to learn about the various technology possibilities that are available to meet the ANE user requirements.
 

5. Is there a specific timeline for completion of the application? Time will need to be included in the contract to maintain the existing system while the new one is in development.

Response: According to 1.5 Contract Terms,…”the initial term of the contract award will be for a minimum of one year with the option of annual renewal with the contract not exceeding five years.”  The AAAA has a business need for the ANE project to be available for end users within 9-12 months.
 

6. If another vendor is chosen what will the current ANE vendor’s role be until the new ANE is live?

Response: The current ANE vendor will continue to perform negotiated, agreed upon functions until the new site contains all migrated data and the new site goes live officially and its back end database is migrated.
